Add Stargate V2 #135

I'm proposing to add Stragate V2 contracts from monorepo stragate-v2 to allow accessing Stragate contracts from soldeer without need to find archive to download. Also to allow usage of V1, I propose to add v1 contracts from NPM.

Other NPM packages in Stargate NPM org seems to be mostly JS helpers
