Blinking tooltips

What steps will reproduce the problem?
1. Open music or video file.
2. Move cursor on some gui element with tooltip (on stop button for example).
3. Don't move cursor now.

What is the expected output? What do you see instead?

Tooltip for the selected element starts blinking, I mean it appears and then 
disappears every second while file is being played. When playing is stopped, 
everything is ok.

What version of the product are you using? On what operating system?

Test on 0.9.9.2 and 0.9.99.rc3 on ubuntu 10.04.

Please provide any additional information below.

I noticed, I thought I had it fixed, but I didn't. Can't seem to figure out 
what triggers it yet. Seems to happen when the position counter is updated. But 
even removing that code causes the blink.
