Move To Codeberg #253

GitHub is great, but not open source. We only use 2 repos so it would be an easy transition. Plus, Vercel hosting should work fine. Codeberg is a non-profit organization and its open source. It even has a built-in migration feature. The one real "issue" is that it doesn't have the "Discussions" tab, this would also make Bark not have certain developers that have been controversial in this repo.

I would use both Codeberg (for mirror) and GitHub. If anything bad happens to the GitHub then I would switch to Codeberg.

well github is proprietary software, but codeberg is open source

fyi vercel does NOT work on codeberg/any forgejo instance. you can only use codeberg pages (which doesn't support rewrites) and any kind of ci requires manual approval from the codeberg team.
