Same problem. XBMC 12 rc3, navi-x 3.7.6 android. Same experience with all
Froyo versions, including betas.

Adding another download seems to kick start the queue again....

I also experience this issue, and adding downloads to the queue does not
resolve it. Frodo, Navi-x 3.7.6, Win7 64-bit. Strange thing is, when I first
installed the plugin it worked fine (I've got several downloaded files to prove
it). This seems to be in the last week. I haven't changed any settings that I
know of, though Malwarebytes did complain a bit so I excepted XBMC.

I did find a way to get it to download. Ie you close nav-x reopen it say no
when it asks if you want to start downloads and then add another file to it and
have it start to download then and it will work but thats not really a fix but
does make it work.
Would also be nice to be able to close nav-x while its downloading and have it
keep downloading so one can watch things you already have but thats a totally
dif thing then this :)
