Add device capability into the scope #74

The proposed changes to address both Daniele and Emile's raised issue. The basic idea is to cover both static device capability and dynamic metrics in YANG data models.

We also need to figure out whether we should have two YANG models, one for device model, the other for network model, but two YANG models can be put in one document.

I approve PR to consider Emile's raised issue. And modify later based on issue #76 based on Daniele's input.
