Show notification when recording session starts and ends #15

Especially, if it was interrupted by an error. Does Decky support notifications for plugins?

EDIT: actually, it's not necessary at start and end. But when error happens - would be nice to know.

At the moment errors are not detected. There's a plan to implement a watchdog. When that is in place we may be able to display a notification. More than likely we'd just rescue the partial recording and continue recording onto a new file though.
