Autoformatting #106

This PR adds auto-formatters and linters for the Python and CPP sources. They have been added to GitHub actions to enforce the same style for the code base. The pip install dependencies have also been limited for simplicity.

I can't see the whole diff because it is huge! Is there a specific file that would be helpful to review? Also some of the tests failed, can we retrigger them?
