v1.4 - Stop using transfer.gst and allow for steam cloud saving to be enabled

Specification:

Item transfers from IA will now write items to a CSV file instead of writing to transfer.gst/bst/cst/etc
The path will specify the mod and hc/sc status, eg: out/sc/modname/uuid.csv to be able to quickly filter/discard new items in the DLL file
The DLL file will monitor the out/sc/modname folder for new items, and insert them into the smuggler stash IFF the smuggler is open.
Unlooted files will get moved back into IAGD after ~72 hours (safety measure)
Looted files will get moved to a looted/deleted folder, and deleted after ~30 days (safety measure)
The IA client will have a toggle for "classic mode" vs "instant mode", with classic mode still requiring cloud sync to be disabled
Write-to-file logic will be completely disabled (probably?)
List stash files from steam cloud when not in legacy mode (to filter mods etc)

Based on the previous "insta deposit" logic removed in https://github.com/marius00/iagd/commit/aa8cba7081ad5f7eefe9b71f6aa7cb871fd27f96, but using csv files instead of named pipes

Partially implemented.

Still lack the functionality to delete old CSV files, and to re-loot any files not looted by the game in x days.
