Another workaround to fix the MyBinder / PackageCompiler issues #10

https://github.com/JuliaPy/PyPlot.jl/pull/480 makes it possible to PackageCompile PyPlot, and baking PyPlot in appears to be a workaround for https://github.com/JuliaLang/PackageCompiler.jl/issues/379, so do that, with a flag so that this is only done for the Docker build
