Also do some code refactor to enhance overall UI (border-related), this implies:

Removing the horizontal rules (hr) from underneath the titles on all pages
Make sure the spacing is even between the title and the content and action buttons, but not between the buttons and the footer on all pages
Make sure the border uses the style that from the legal page, using the css class border-silver
