This sets up Jekyll files in the docs directory . It can be run locally (there is a README.md inside with instructions) and should auto-publish to a GitHub page (once we decide to enable that).
The pages there are just a very rough outline, but I figure it will be easier to have this merged sooner rather than later so that it can be updated alongside code changes.
Similarly, the theme has only been very lightly customised for now, but a more extensive theming can be done later.
