This PR introduces rake tasks to pull down latest medium-editor from bower and to move updated files to correct places in asset pipeline.

The bower_components folder is gitignore'd. rake bower:update will establish folder locally.

rake bower:update => checks out latest medium-editor from bower servers
rake bower:vendor => copies JS and CSS files to vendor/assets appropriately
rake bower:bump => updates medium-editor versions in README and version.rb files.
