Redirect old "learn" and "setup" links from beta to explore #323

There are still a lot of legacy pages hanging around on the beta server. We 
either need to delete these or set up redirects so that they go to the explore 
site.

For example, this page:
http://beta.appinventor.mit.edu/learn/setup/index.html

is linked to from some third-party sites. Can the beta server redirect that 
link to:

http://appinventor.mit.edu/explore/content/setup-mit-app-inventor.html

Likewise, if you click on "Known Issues" from the top of the design window, it 
takes you to a page
http://beta.appinventor.mit.edu/knownIssues.html

The links at the top of this page are wrong (the App Inventor logo links to the 
old about page.)

Make a way to have others be able to create there own documentation server.

This ties in with issue 245, making a parameter to set the "root" of the 
documentation tree.
