Commit the list of enhancements into github issues for tracking #1

I have a full ist of issues listed at the head of the source file. By putting them into github I can track them and associate them wiith forks and checkins. Should make things more traceable.

Transferred all issues from header comment into issues tracker in github. Issues #1 thru #18.
