Make sure new features are compatible with linking to a common settings file. #24

This is really just a note to me so I don't forget!
-Are the new backup/buttons/etc features compatible with settings file in 
common directory.
- Previously we could have PicasaStarter on local drive, using settings etc. on 
Network drive. This avoided the UAC prompt when running from network drive. Is 
this still possible?

So far all features allow settings file to be in another directory.
This is important because we may want a local copy of PicasaStarter to access a 
network settings file, so the user doesn't get a UAC every time he starts PS on 
the network drive.

We have been making sure the new functions still work with the settings file in 
a different location from the PS exe file, and so far everything is compatible.
Leaving the status as started for now just to ensure it isn't forgotten

All testing on Win7 and WinXP English, German, and French, and on Local, NAS, 
Shared drives shows compatibility.
