Picasa 3 is already running error, when it's not running #35

What steps will reproduce the problem?
1. Windows 7
2. Open picasa starter
3. Try to run

It should just start up, but instead it gives the error that picasa is already 
running. Checking the task manager and picasa is NOT running.

Closing and opening a few times, maybe 4-5 times, waiting about 4 minutes.. the 
problem goes way.

Unable to duplicate this error unless I had another program named Picasa3 
running.

The check for process running code is simple-minded and only checks for the 
name.
Is it possible that anything else running (Including PS) was named Picasa3?
