QA: Upgrade to Maria 11 #231

The latest version of Postgres is MariaDB 11. Upgrade the QA environment to use MariaDB 11 by default.

The QA environment and docker configuration has been updated to use MariaDB 11 by default. MariaDB 10 can now be run standalone on demand.
