First, this is not a stupid inquiry. There's no such thing. Unfortunately, I have not tried to use PgSanity on Windows at this point. My advice would be that you try using a more full-featured unix shell environment for windows (WSL for Windows 10, Cygwin, etc.). There's no real guarantee that that would work out any better, but it will provide a more full featured environment that might have everything you need to install ecpg, install pgsanity, and get them working together. You're in uncharted territory getting PgSanity running on Windows. Best of luck!
I am afraid that I do have a stupid elementary inquiry. I am using Windows7 and do not know how to use it( like how to use linux sever ..etc). I was wondering how ppl use pgsanity for Windows
