Command line interface to perform mass updates on existing FAL asset metadata #2

Most installations have lots of existing assets that lack proper alternative texts. Let's provide a CLI command that updates existing FAL assets and provides them with suitable metadata. It should be possible to limit the operation to a certain FAL subtree. The command should not touch existing texts. But as some of those preexisting texts might be of uncertain quality, we should provide a CLI option to force EXT:ai_filemetadata to overwrite existing alternative texts.

The Command should take restrictions to access the files into account.
