Add a CHANGELOG file with 1.2 notes #21

I was recently updating this gem and the lack of a CHANGELOG threw me a bit, so I've pulled the note in the README into its own CHANGELOG section for the 1.2 release.

Thanks for request - as this gem is essentially a single file https://github.com/markevans/dragonfly-s3_data_store/blob/master/lib/dragonfly/s3_data_store.rb with a set spec (set by dragonfly gem, which does have a changelog), I think the github issues/ git log is sufficient - I don't really want another thing to maintain which I don't think's that necessary
