Add support for EPiServer 9 #4

EPiServer 9 updated to log4net 2.0 with a different public key, so you can't use binding redirects to fix RobotsTxtHandler crash.

To fix this, RobotsTxtHandler can be updated to EPiServer 9 dependency, which doesn't require specific log4net version anymore.
