Create a backdoor to force a cache refresh

This is an often-needed feature for clients. It also allows you to set your cache times much higher knowing that you could reset them if needed.

The key is public, if you need to delete transient you can just do it in your code?

Depending function on REQUEST state feels wrong to me.
