Telegram notification not working in 3.1.0 #213

As per title, i updated your notifier to latest version and it's working fine but as soon as I set "true" to telegram notification it just stop working (while using console or desktop notification is working as it should)

I fixed an issue and updated all dependencies. Please try 3.10.2.
