RFE: Collation on string range indexes #52

Collation appears to be hard-coded to the root collation. I'm surprised it isn't configurable via parameter when creating a new range.

This was on the "Alpha3" fence - https://github.com/marklogic/Corona/wiki/Roadmap - this doc is stale - all of it's content should probably be moved into the issue tracker and tagged with milestones at some point.
