Serve up product notices as PDF

Currently, the combined product notices are made available on docs.marklogic.com as a chapter in a "book", like the regular guide content (http://docs.marklogic.com/guide/copyright/legal). It is extremely labor intensive to produce this, and trivial to produce a PDF instead. Therefore, we want to make it available in PDF for only going forward.

The docs team can arrange to remove the existing content and to include the PDF in the doc zip file. The app has to be changed to handle a "book" that is only available in PDF form. I don't know enough about the inner workings to know what's required, but here are some general areas the probably require work:

• document-list.xml (config file) should be able to specify that something is PDF only
• ingestion will need to be modified to pick up PDF-only content from a different place in the zip file (probably, anyway)
• ingestion has to know not to try to build a landing page for a PDF only book
• i think part of the ingestion process builds a book list; that probably needs to be modified
• building the TOC must be able to link to the PDF instead of a guide
• maybe some rewriter work so that /guide/whatever goes to /guide/whatever.pdf?

Priority: Semi-urgent because the product notices have been changing significantly for every release lately. It would be helpful to have this deployable by the next ML9 update.

@dmcassel I am assigning this to you for now because I hate to have it not assigned at all, but we might be able to get some resources from Ganesh for this. We can discuss at our next meeting.

Reassigning this to myself. I'm deploying it to pubs for final testing, after which I'll create a pull request to merge it into master (minus the document-list.xml changes, which shouldn't be on master until the next release).

I'm marking this complete since it is, as far as RunDMC (and @MukulAmbulgekar ) are concerned.

We still have to do the doc build side of it, which we'll proceed with now that Jane is back. We have all the tools we need to make it work now, though, and will make use of it in the next doc release.
