Upgrade ml-app-deployer #116

data-explorer is using version 3.2.0 of ml-app-deployer - should upgrade to the latest, which is currently 3.6.2. This should be a non-breaking change, it's just to take advantage of new properties that are available which an end user may want to override when doing a deployment.
