So in the latest round of seed-data additions, I introduced some characters that are not handled properly on windows still. I'm pruning them for EA-2, expecting to have to return to thsi issue for MS-3

does some portion of dbLoad work right now on Windows, and some records fail?

it halts on a failure, which currently is about halfway through the questions. I guess I could keep running on a failure, but that would obscure the real issue. I'm removing obstacles now to verify it can load everything.

Tried gradle tasks app server and dbLoad individually . Working as expected on windows after the fix . Thanks Charles
