Aligning develop branch with develop-11 changes #421

Cherrypicked the following changes:

  1. Upgrade of 3rd party libraries.
  2. 11.2.0 release-related changes.

Hi Abika,

IMHO, it's not a very good practice to backport all the commits to develop in a single PR for the following reasons:

  1. The commit message doesn't have the MLE number
  2. It's hard to track the history in the future
  3. The commit message doesn't make much sense and doesn't tell you what the commit is for.
