Upgrade the build system of tags-api to marko/run and get it running again. #44

As reported in Discord, the tags-api example doesn't currently run. I upgraded the example to use the newer run build system and got it succesfully running. Mostly just copied what the "basic" example was doing, but adjusted the contents to use the Tags API preview.
