upgrading dbt and python version

please let me know if there is anything else missing in the list of tasks:

• [x ] support Python 3.11 (only if your adapter's dependencies allow)
• [x ] Consolidate timestamp functions & macros ( done in postgres so inherited)
• [x ] Replace deprecated exception functions ( done in postgres so inherited)
• [ ] Add support for more tests

im unsure if anything needs adding for the support more tests please let me know
