What kind of change does this PR introduce? Implements DBSCAN

Does this PR introduce a breaking change? Migrating away from pytorch.
This PR fixes/implements the following -
- [x] Enhances visualisation tool - assigns color based on label dynamically.
- [x] Fix rst docstrings generation issue
- [x] New repr for __init__
- [x] Tests compare our model with sklearn
- [x] removed torch from tests of svm to avoid test fails of this PR
