Updated the readme file to include the updated link to 1.2.2 and also include the --skip-offline command while setting up Systemd service

The README.md fix has been merged (actually we updated to 1.3.0). I'm not convinced we should switch to --skip-offline as a default setting, so I'm inclined to not accept this PR.

Yes, I recall why the --skip-offline typically should be used, so I added it to the README.md. Also discussed in #20.
