Removes all use of l_() in favour of _() as the former is now deprecated with Sphinx v2.0.

Tested with both Sphinx v1.8.0 and Sphinx v2.0, and test docs seem visually fine (although slightly different in appearance). Build succeeds with test: make html under both environments.
