Roll forward dependency on sphinx version #24

Sphinx has updated to version 2.1.0.

This PR rolls forward the requirements to allow for installation with Sphinx v2.1.0.

Tested against Sphinx 2.1.0 and the test documentation build seems fine; runs clean with no errors, and visual inspection of the test docs seems good.
