Test version dependency, add requirement #14

To do: test which versions of Matlab this works for, and which toolboxes that are required. Add a check in setup paths to warn users not to use too old versions.

There was an issue due to differences in how eigs worked that changed between Matlab 2015 and 2017 versions. This should now have been resolved. Issue moved to feature request list.
