Almost 100% of the time, the (first exiting) piece of belt from the splitter won't upgrade, and can't be accessed without zooming in and looking straight down the port. No matter what you do, chain upgrade and normal upgrade won't get the final piece, only if you deconstruct the attached belts can you get the last one with the deconstruct tool.
Chain deconstruct also doesn't affect it, so its an issue with the base game's new chain upgrade/deconstruct not recognising the piece.
