Patient number clarification #32

Dear Markus, we forgot to follow up on the question of patient numbers, which we believe is necessary to have. Could you please think about adding this identifier? Otherwise we would only have a number for material, whereas a patient can suffer two or more infections. Numbering should start with >8000, in order to conintue the numbering since 2002. @ulrichjosefvogel Patients currently are already numbered internally. Is it important to make the number visible to the outside as well?

How would you connect a second infection to an existing patient? Currently the user is asked. I.e. if a patient with same initials, birthdate, postal code already exists, the sending may be connected to the existing patient. However there is no good editor to change this later and also no view to list all sendings of one patient.

I added a note to issue #13 that during data import the the numbers from the old access database should be carried over.
