Censor plugin : improve onLoadConfig #46

The censor plugin is not user friendly with default penalties missing from the config file. I also could be improved by not failing when the whole 'badname' section is not found.

How about adding a setting in the config to turn on/off badnames and badwords censor so that users don't have to remove the complete block.
