add EVT_CLIENT_UPDATE #60

The existing EVT_CLIENT_UPDATE was never raised and as such never used either.

I suggest we raise that event whenever client data get saved to database.

B3 CORE: event `EVT_CLIENT_UPDATE is now raised whenever a given client data is saved/updated in database
