An alert is required when the webserver is not available or doesn't work properly

Test if webpage is available
Test accesssion numbers and keywords
Test whether datasets are available

The latest commit has implemented continuous webserver uptime testing.

There are 2 drawbacks, firstly that only one arabidopsis keyword is checked. Need to check other species datasets. Secondly, both tester and target are both on nectar machines. I will need to run this script in parallel from non-nectar machines.

Have added more detailed testing just now, with 9 searches, one from each ORG.

Will develop a new search that queries random datasets to make sure they are available.
