Make sure all runs in a project have been processed #62

There are a lot of missing runs, need to make sure all runs have been processed before making available online.

This could be done simply by restricting the metadata for incomplete projects

I've solved this for now by restructuring the way that SRRs are queued, which is no longer in random order,
