Add "independent" column in BEAUti clock model panel table

branchRates.categories can be shared by different uncorrelated relax clock, or 
be independently. This is good for user to determine whether the analysis is 
based on gene or species.

localClock.changes of random local clock can be shared by different random 
local clock, or be independently.

We will add "independent" column in BEAUti clock model panel table for each 
uncorrelated relax clock, and it is also available for localClock.changes of 
Random Local clock, but no strict clock.

Ask Alexei for detail.

I don't think this is high priority. We have two critical bugs fixes to 
release. We shouldn't add new features for this version.
