Laplace prior parser should use scale same as BEAUti #416

Laplace prior parser uses stdev, but BEAUti use scale. Correct BEAUti.

LaplceDistribution.beta is the "scale" and not the "standard deviation" of the 
distribution.   Laplace distributions are rarely (if ever) characterized by 
their standard deviation.  Please use "scale".
