BEAUti growthRate related XML causes -INF likelihood #417

For 3 tree prior using growthRate, BEAUti generate XML causing -INF likelihood.

Use Laplace prior for these 3 growthRate, and set initial value = 
avgInitialRootHeight / 1000, stdev = Math.log(10000) / avgInitialRootHeight.
