Allow plugins to be tagged or labelled for future market place features #139

Plugins can be stored under a project type, but also allow plugins to be tagged. . Tags may be teams, tools or process related. i.e There may be more than one project that has a custom plugin that may be "AWS", "GCP" or project specific "DEMO"related.

The tags could be shown in the New Task plugin page, where the tags could be filtered, sorted or searched.
