A project plugin used a ${dir_Project}/bin script but the directory wasn't in the path, add this path

Add a way to either add PATHs to plugins, or allow a way to include project/bin directories in project plugins (think security as well)

The creator of the plugin should/could/would use ${dir_Project}/bin/ Githubissues.
Githubissues is a development platform for aggregating issues.
