In group use mode cannot take ownership of a job #193

Found in 3.1.11 Changed str_Group and used a different user, but as a non scorch owner, user queing a job with a different str_Owner=xxx results in

"Warning: The job .tmp is no longer in the active directory directory. Suspect this is due to the latest move to fn_Mv which checks for active jobs, but has failed to check for active jobs that are being switched to a new user.

Added an additional step to cope with the tmp files
