The installation process should work when creating a new virtual env and installing the requirements

Pywin cannot be installed on non windows os. This should be considered to avoid installation failures

I removed Pywin from requirements and restarted all installation process from the begining through setup.py It worked on my computer and all grid2op tests passed I wrote installation instructions in README.md Check commit 016dcff4c63c20337e53dda3bb4bd25d87625b24
