[DOC] Update Mars docs domain and pin pandas #3344

What do these changes do?

Change from docs.pymars.org to mars-project.readthedocs.io
Pin pandas>=1.0.0,<2.0.0 (will be compatible with pandas 2.0 later)

The reason for the failures Ci pipelines 3.8-ray, 3.8-ray-deploy, and 3.8-ray-dag is ray dataset. I'll fix them in a later pr.
