Allow the locale configuration for the server #89

I think it would be nice to be able to set the locale configuration using JAVA_OPTS. I usually do this on my servers:

JAVA_OPTS=" -Duser.country=BR -Duser.region=BR -Duser.language=pt -Duser.timezone=\"America/Sao_Paulo\" "
